The 1998 Cambodian Election: The Quest for Representative Democracy, Constitutionalism and Civil Society

Graham Hassall is Research Fellow, Centre for Comparative Constitutional Studies, University of Melbourne. He observed the election on behalf of LAWASIA.

The election of a new legislature in Cambodia as a result of the 1998 elections involved participation by a large number of eligible voters. This article shows, however, that the process of the elections almost led to the dismantling of the electoral framework as a result of political party machinations. It concludes that the process of constitutional and institutional reform remains incomplete.
