Land Claims in East Timor: A Preliminary Assessment

Currently, pending development of new laws and institutions, land in East Timor may be claimed on four bases: underlying traditional interests, titles issued in both the Portuguese and Indonesian eras, or occupation since the 1999 vote for independence. This article gives a preliminary assessment and taxonomy of these competing claims. Case studies are provided throughout, drawn from three months' work during 2000 with the United Nations Transitional Authority in East Timor.
